To enable cache in Joomla 1.5 please follow the below given instruction.

Log in to your Joomla Admin Panel. (www.yourwebsite.com/administrator).

Go to Site -> Global Configuration.

Then click on system.

Now go to Cache Setting frame and select the ‘Yes’ option button.
For example let us view a standard cache setting.
