In the state like the centre parliamentary Government has been established. It is written in the constitution that there will be a Council of Minister headed by the Chief Minister to aid and advise the Governor. The Governor appoints the leader of the majority party as the Chief Minister and all other minister are appointed by him on the recommendation of the Chief Minister.
Parliament frames laws for the country. Any member of the House can introduce a resolution for the purpose of making law. That resolution is to be introduced in the House in a special form & the resolution which is placed before the House in a special form is called Bill.
Municipal Corporation is the top most of Urban Local Government. A Municipal Corporation is set up under a special statue passed by the State Legislature except in Delhi. First of all in 1889 a Municipal Corporation was established in Bombay. At present in about 37 cities there is Municipal Corporation. There are two Municipal Corporation in Orissa.
Lok Sabha is the lower House of Parliament. It is a popular House because it represents the nation at large. It is not only popular but a powerful House as well. It is the pivot of all political activities.

Part IV of the constitution from Articles 36 to 51 lays down the Directive Principles of State Policy. These principles constitute a sort of moral supplement to the Fundamental Rights. The Village Panchayat is the main institution of running the administration of local affairs of the village. In the past also Panchayats were attached with great importance. The village administration was run by these Panchayats.
The Cripps Proposals of 1942 though rejected by the Congress is unacceptable had one redeeming feature is that it ceded the request of Indians to frame their own constitution through a Constituent Assembly.
The Indian constitution provides for a Parliamentary form of government and this system has been adopted both at the centre and in the states. The President of the Indian Union and the Governors of the states are constitutional rulers with nominal powers.
Article 74 of the constitution says that there shall be a Council of Ministers with the Prime Minister as the head to aid & advice the President who shall in the exercise of his functions act in accordance with such advice.
